Initiative
423 is a proposed amendment to our Nebraska State Constitution.
If passed, it would lock an inflexible budget formula
into our state constitution.It would tie the state budget to a mathematical formula
of population growth
plus the Consumer Price Index.
This formula would be a disaster for the citizens of Nebraska and our
state's economy.
The Consumer Price Index is used to measure what consumers buy, not
what our state government buys. While consumers buy things such as
groceries,
clothes and housing, the state government buys things like schools, law
enforcement, fire protection, prisons, roads,
and health services for the young and the elderly. The costs of the services
and products our state government provides citizens
are rising much faster than the Consumer Price Index. The rigid formula
outlined in Initiative 423 does not allow the state to
keep up with the real cost of providing basic public services.
Initiative 423 would permanently lock this formula into Nebraska's
Constitution.
Initiative 423 threatens to cut funding for government services such as
education, public safety, public health, aging services and roads. If our
state is unable to support such services, the burden will fall to local
governments and will lead to increased property taxes.
The only state to pass 423/TABOR
now calls it a complete disaster.
